Russia said correct. America said ok that's all we needed to know and hung up. They knew it was bullshit. They just needed documentation of Russia denying the soldiers were theirs. So Russia couldn't come back and say the US attacked Russia (even though the US knew that was exactly what they were about to do). Definitely a F around and find out moment for sure.
